Three Coats Rose Lawyers and Louisiana Banking and Finance Practice Recognized in the 2021 Chambers USA Legal Guide by Chambers & Partners

HOUSTON – May 21, 2021 – Coats Rose, P.C. is pleased to announce that three lawyers and our Louisiana Banking and Finance Practice have been recognized in the 2021 edition of the Chambers USA Legal Guide.  Director Rick Reed has been recognized in the field of Construction – Texas.  Director Megan Riess has recognized in the area of Public Finance – Louisiana and Real Estate – Louisiana, and Director Christopher Wootten has been recognized in the area of Public Finance – Louisiana.

Chambers noted Reed acts on design and construction contracts, especially those related to public projects. Reed is said to have “in-depth knowledge of construction law and many of years of experience, coupled with a willingness to work cooperatively to solve legal issues.”

Riess was commended for her deep expertise in the complex tax aspects of real estate transactions. She also advises on wider financing deals involving affordable housing developments. It was also noted that Riess maintains a broad practice that includes a wide range of financing transactions, such as real estate financing and public finance matters, as well as transactions concerning tax credits.


Wooten was recognized  as an up-and-coming lawyer with expertise in commercial and public finance. He was acknowledged for his notable expertise in tax credit work. A source said of Wootten, “He’s a very strong, detail-oriented lawyer.”

Reed is the director in charge of the firm’s San Antonio, Texas office and a Past Chair of the Construction Law Section of the Texas State Bar. He is board certified in Construction Law by the Texas Board of Legal Specialization. Reed has significant experience in the drafting and negotiating of all types of engineering, procurement and construction contracts for major projects. He has extensive experience in developing strategies for and managing complex construction litigation matters, as well as other commercial law disputes.

Riess is a director in the affordable housing and community development practice. Her practice focuses on commercial finance, real estate finance, public finance, corporate finance, and corporate transactions. She has represented clients in numerous commercial transactions utilizing a variety of economic development financing incentives, including state and federal new markets tax credits, state and federal historic rehabilitation tax credits, low-income housing tax credits, opportunity zone investments, Louisiana film tax credits, Louisiana angel investor tax credits, state and federal renewable energy tax credits and grants, community development block grants, HUD-insured loans, tax credit bridge loans, and tax credit bonds.

Wootten is of counsel in the affordable housing and community development practice in the New Orleans Office. His practice focuses on commercial finance, government incentives, public private partnerships and real estate development. He has extensive experience closing and advising on projects involving a range of government incentives, including historic tax credits, new markets tax credits, low-income housing tax credits, Property Assessed Clean Energy (PACE) financing, tax credit bridge loans and HUD supported projects.
